wp-login doesn't appear to load recaptcha script #2

It's enabled in the settings and admin portal.

Disabling login form validation removed the recaptcha requirement and login succeeds. Re-enable throws the reCAPTCHA error.

Viewing the login form (while the error is displayed above the login form), no trace of the recaptcha script or references to fwp-recaptcha appear in the page.

The form does not appear to have any kind of input for recaptcha to submit.
